Job Description

The POM shall serve as the primary point of contact with DOH and support all matters on management aspects under this Contract. The primary responsibilities of the POM shall include, but are not limited to:

  1. Adjust and revise project schedule and cost estimates, when necessary.
  2. Ensure all changes to the scope of work follow processes and are documented.
  3. Manage and track the project progress against the project work plan.
  4. Monitor project milestones and phases to ensure the project is on schedule. Take corrective actions if a project begins to slip its schedule.
  5. Prepare status reports on a periodic basis for the program team, team leaders, group leads, State project manager, and appropriate stakeholders.
  6. Plan, organize, prioritize, and manage multiple work efforts across application teams.
  7. Accountable for the final project management evaluation review with stakeholders for approval upon project completion.
  8. Responsible for tailoring and baseline all program templates.
  9. Accountable for scheduling or monitoring status reviews, peer reviews, program management inspections, and software quality assurance work product and process reviews with the appropriate designated resources.
  10. Notify team leaders of project timelines, milestones, phases, work requests target dates, and approved executable work package.
  11. Coordinate and present proposals to agencies as necessary; and
  12. Analyze and distribute reports on program metrics associated with work items related to improvement measures.

POM Required Qualifications:

The POM shall possess the following minimum qualifications:

  1. At least 10 years of managerial experience in the implementation or operational support of web-based management information systems (MIS) and processes; and
  2. At least three (3) years of managerial experience with WIC MIS such as WOW, Health and Nutrition Delivery System (HANDS), Crossroads, or other systems currently available in the market.

PM/OM Preferred Qualifications

  1. Knowledge and experience in the WIC Farmers Market Nutrition Program (FMNP) or Senior Farmers Market Nutrition Program (SFMNP) or both.
  2. Project Management Professional (PMP) certification, or PRINCE2 certification in good standing.
  3. Certified scrum master (CSM) certificate or any equivalent certification; and
  4. ITIL certification in good standing.
